Poor kaka. The authorities expect her to behave like a monkey, but she has the emotions of a child. This cannot be undone. The authorities should make the best of what is, and allow kaka a license to return to her human family. There is no point in the authorities spending anymore time and money trying to change what cannot be changed. Respect what is, and let kaka go home and feel loved.
